Abstract

21. stoljeće nosi nove sigurnosne izazove na koje suvremeno društvo mora odgovoriti. U skladu s time pitanja nacionalne sigurnosti znatno su šira od tradicionalnih poimanja nacionalne sigurnosti. Ona se tiču definiranja ukupnih interesa i strategije razvitka društva te njihove obrane od ugroza. Nacionalna sigurnost je temeljna kategorija sigurnosti društva i predstavlja mjeru sigurnosti u suvremenim uvjetima odnosno sigurnost suverene nacionalne države koja određuje sve ostale kategorije sigurnosti. U novim međunarodnim odnosima i određenim procesima globalizacije, prioriteti sigurnosti su usmjereni na ekonomsku, ekološku i socijalnu sigurnost, a prioritetni elementi suvremene sigurnosne politike su politička stabilnost i upravljanje u kriznim situacijama. Osigurati prehrambenu sigurnost stanovništva podrazumijeva sveobuhvatnu i dinamičnu politiku koja se provodi na temelju strateških odluka, a cilj joj je zaštita zdravlja i interesa potrošača te osiguranje slobode kretanja hrane na tržištu. Sigurnosni rizici hranom ne utječu samo na zdravlje i dobrobit ljudi nego imaju i ekonomske posljedice za pojedince, obitelji, zajednice i društvo u ukupnom smislu. Kako bi se odgovorilo na brojne dinamičke izazove i promjene, potrebni su zajednički napori svih sudionika uključenih u sustav sigurnosti hrane. Hrana predstavlja oružje za borbu protiv čovječanstva ako se njome izravno utječe na život čovjeka. Svjetska zdravstvena organizacija (WHO) u Godišnjem izvješću o zdravlju iz 2007. godine proglasila je slučajna i namjerna onečišćenja hrane kao najveću prijetnju zdravlju u 21. stoljeću.

Abstract (english)

The 21st century brings new security challenges for modern society. Therefore questions of national security go beyond traditional concept of national security. They consider defining interests and society development strategy alongside their defense against threats. National security is a basic category of society's security and presents a security measurement in modern conditions alongside souvereign national country security which determines all other security categories. In new international relations and certain globalisation processes, security priorities are focused on economic, ecological and social security, and priority elements of modern security politics are political stability and crisis management. Ensuring food security for the society implies comprehensive and dinamic politics which is implemented based on strategic decisions, and the goal is the protections of consumer health and interests and ensuring the liberty of food market trend. Security food risks do not only affect the health and benefit of the people, but also have economic consequences for individuals, families, communities and society in general. In order to answer numerous dinamic challenges and changes, common efforts from all involved in food safety system are needed. Food represents a weapon for the fight against humanity if it is used to directly affect human life. World health organization (WHO) in its Annual report of health in 2007 declared accidental and intentional food contamination the biggest threat to health in the 21st century.
